Initialize non-standard modes automatically

- Generate a file ini.sl with autoloads and/or initialization code for all *.sl files in the current directory. Optionally bytecompile the files.
With the tm mode, extract documentation from the sources, convert to ASCII text and store in the file libfuns.txt. (Adding this file to Jed_Doc_Files makes the doc available to the online help.)
In combination with the "libdir" mode, this provides a convenient way to maintain a library of non-standard jed extensions.
