Initialize libraries for jed extensions easily

- register_libdir() adds library directories to the jed-library-path, sets the Colors and Documentation paths, evaluates ini.sl initialization files.
Together with make-ini.sl, this provides a nice way of extending jed with contributed or home-made scripts.
